If you have California Medical Assistance, below are some key points for you to know about your coverage and how to go about finding the right treatment center for you.
State-Operated Insurance for Treatment Services
If you live in California, the good news is that you have options for insurance coverage for addiction rehab. The federal Medicaid Program for the state, known as the California Medical Assistance Program (Medi-Cal), can help. Medi-Cal provides coverage for health care services to low-income individuals and families and welfare recipients. This program allows you to receive treatment at specific facilities throughout the state.
With the implementation of the Affordable Care Act, millions of low-income residents can now receive coverage for addiction treatment services. As researchers learn more about addiction, its causes and its treatments, it has become clear that professional rehab is the necessary answer to addiction. This means that if you are on Medi-Cal, you can get the help you really need.
Understanding Your Options
Insurance can be difficult to understand, and many companies have restrictions about what services are covered and when they can be used. According to the California Department of Health Care Services website, the following mental health benefits are now available through Medi-Cal managed care plans and Medi-Cal fee-for-service:
- Individual and group mental health evaluation and treatment (psychotherapy)
- Psychological testing when clinically indicated to evaluate a mental health condition
- Outpatient services for the purposes of monitoring drug therapy
- Outpatient laboratory, drugs, supplies and supplements
- Psychiatric consultation
- All Specialty mental health services currently provided by County Mental Health Plans will continue to be available.
The following substance use disorder services are now available through Medi-Cal:
- Voluntary Inpatient Detoxification
- Intensive Outpatient Treatment Services
- Residential Treatment Services
- Outpatient Drug Free Services
- Narcotic Treatment Services
These are all services that Medi-Cal covers today and will continue to cover for current and new enrollees.

How to Afford Rehab
A huge barrier that often stands in the way of treatment is the cost associated with it. There are ways you can afford treatment, even if with limited finances.
Learn about insurance. If you have insurance, find out what your benefits are and what types of service are covered. If you qualify for Medi-Cal you can use this coverage for treatment at designated facilities.
Research free programs. There are state-operated and some private treatment programs that offer services free of charge to those in need. The SAMHSA treatment provider locator can help you find free treatment facilities.
Ask about reduced rates. Some facilities will charge fees according to a sliding scale, based on income. Ask your treatment provider about these reduced rates, or use the SAMHSA database for more information.
Ask about a payment plan. Some facilities are able to set clients up with a payment plan that will make the cost of treatment more manageable over a longer period of time.
How to Help Your Loved One
Addiction is a serious disorder and without help, your loved one will continue to deteriorate. It is important to get help for the person as soon as possible. If you have used the resources above and are still waiting to find treatment or on a waiting list for treatment, you can still provide support to your loved one in the meantime.
Stay in contact with your loved one and talk to them regularly about their need to stick with it and go to treatment when it is available. You can get them involved with a local support group (listed above) that will help prepare them for treatment. It is also important that you take care of yourself – you can attend group meetings like Al-Anon to find support and encouragement for yourself.
Above all, do not give up. Treatment is so important, and with the resources above, you can find a program that will work for you.
